Tipping Time

Time Magazine had an article about tipping that made me think. Why do I always tip 20% every time I pay my bill, even when the service is horrible? There are some wonderful waiters and waitresses out there that deserve a great tip...and then there are some that make your dinning experience more stressful than needed.  Why is it that the majority of us stay quiet?
